Sameera is an Associate in the firm’s Public Law team. She acts on complex judicial reviews, inquiries, coronial inquests and investigations spanning financial services, education, human rights and criminal justice.
Her recent work includes assisting in a successful application to intervene on behalf of Spotlight on Corruption in R (World Uyghur Congress) v NCA & HMRC [2024] EWCA Civ 715, where the Court of Appeal confirmed that agencies can and should consider investigating under POCA without requiring “up-front” proof of specific crimes, strengthening the UK’s anti–money laundering framework.
More recently, Sameera represented the Bar Council in its successful intervention in XGY v Chief Constable of Sussex Police & CPS [2025] EWCA Civ 1230, where the Court of Appeal reaffirmed the core principle of advocate immunity for things said and done in court, and clarified its scope in relation to police conduct. She was also part of the team that acted for the Independent Schools Council in its judicial review of the government’s proposed VAT policy on independent school fees.
Sameera has extensive experience of high-profile public inquiries and inquests. She was part of the team acting for the University of Cambridge in the Fishmongers’ Hall inquests into the 2019 terror attack and for core participants in the Independent Inquiry into Child Sexual Abuse (IICSA). She has also advised on large-scale investigations and regulatory reviews, including work for the Financial Conduct Authority.
Before qualifying, Sameera joined Kingsley Napley in 2019 as a paralegal in the Public Law team and completed her training contract at the firm. She previously studied Law at SOAS, University of London, focusing on international and comparative law, and holds a Master’s degree in English Literature from the University of Manitoba, where her research explored post-colonial literature and critical race theory.
Sameera plays an active role in the firm’s Race, Ethnicity and Cultural Heritage (REACH) group and is also listed in the Pro Bono Recognition List 2025.
Originally from the prairies of Canada (Winnipeg, Manitoba), Sameera moved to London in 2015 and brings a broad perspective and commitment to fairness, transparency and accountability in public decision-making.
