Clare is a Senior Associate in the Regulatory team and is a specialist regulatory investigations lawyer.

Clare has extensive experience of investigating and preparing fitness to practise cases on behalf of regulatory bodies across a range of sectors. Clare is responsible for leading complex investigations on behalf of regulatory bodies within the education and health and social care sectors. Clare currently acts on behalf of the General Dental Council, the Teaching Regulation Authority and the Education Workforce Council. Clare has particular experience in cases involving vulnerable witnesses.

Prior to joining Kingsley Napley in 2011, Clare worked within the charitable sector and for a firm undertaking investigations on behalf of the Nursing and Midwifery Council.

Clare is a core member of the Charities and Committees Committee at Kingsley Napley. Clare also undertakes a number of pro bono projects, including for the charities Amicus and Z2K. Clare is listed in the Pro Bono Recognition List 2025.

Recent work

  • EWC and NB – acted on behalf of the Education Workforce Council in respect of a Headteacher who was found to have failed to take action in respect of serious safeguarding concerns. NB received a Prohibition Order.
  • EWC and AW – acted on behalf of the Education Workforce Council in respect of a Teaching Assistant who was found to have engaged in an inappropriate online relationship with a vulnerable pupil. AW was suspended for a period of 12 months and conditions were imposed on his registration should he return to the profession.
