Natalie joined Kingsley Napley as a Partner in the Public Law team following over 22 years’ service as a government lawyer, working within the Government Legal Department (GLD) as a litigator.


Natalie has been a public law specialist since 2005. From 2021 to 2023 she led one of the largest public law teams in GLD, representing a range of government departments and other public bodies. Her clients have included the Ministry of Justice, the Department for Education, HM Treasury and the Department for Culture, Media and Sport, among many others. Her recent work included providing legal services for DFE and MOJ with respect to the ongoing Covid Inquiry.

Natalie has conducted litigation before the widest range of courts, tribunals and regulators, up to and including the Supreme Court. This has included many of the most high profile and cross-cutting public law cases of the last two decades. Natalie has extensive knowledge of how government departments function, allied with a deep appreciation for what gives rise to a viable legal challenge in judicial review proceedings.

Natalie’s areas of expertise include judicial review litigation, human rights challenges, information law (GDPR, FOI and EIRs) inquests, and public inquiries.

In addition to handling subsisting litigation, Natalie has assisted clients in reviewing decision-making processes, insulating them from potential legal challenge, such as in the context of substantial infrastructure projects.
