Preparing for Martyn’s Law: The Role of the Competent Person in the Workplace (CPiW) Qualification

12 September 2025

The UK’s approach to counter terrorism preparedness has taken a significant step forward with the passing of the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law).

In this context, SFJ Awards, appointed by the UK National Counter Terrorism Security Office (NaCTSO), have developed the only NaCTSO-endorsed Level 3 course and qualification: Competent Person in the Workplace (CPiW). While not mandated by the Act, the CPiW scheme offers organisations a structured means of:

  • Understanding and mitigating risks from terrorism,
  • Integrating counter terrorism measures within broader security frameworks, and
  • Demonstrating commitment to preparedness and compliance.

The qualification will not be available until early 2026, ensuring that it incorporates the most up-to-date guidance. Nonetheless, now is the time for employers and training providers to start preparing to adopt this important development.

Andrew Sanderson, Partner at Kingsley Napley, observes:

“Martyn’s Law introduces new and far-reaching obligations for organisations. The CPiW qualification represents an important way for businesses to equip individuals with the knowledge to meet those obligations and evidence a proactive approach to compliance.”

Guy Batchelor, Managing Director at Minerva Elite and Minerva Elite Performance, comments:

“The CPiW scheme provides a clear framework for businesses that take their security responsibilities seriously. By engaging with this qualification, organisations will not only strengthen resilience but also foster a culture of preparedness that protects both people and premises.”

Kingsley Napley and Minerva Elite are working together to support organisations in navigating Martyn’s Law and preparing for the implementation of the CPiW qualification.
