Judicial Review and Public Law

Kirsty has worked on bringing and defending a range of public law challenges.  Her recent work includes:

• Assisting with a challenge to the compatibility of the Medical Training (Prioritisation)Act 2026.
• Assisting in a judicial review against HMRC by a commercial engineering and technology company.
• Successfully defending an Ombudsman against a challenge to a redress decision.

Public Inquiries

Kirsty has worked for core participants in a number of major public inquiries. She has experience of all parts of the inquiry process, including supporting individuals as witnesses in responding to rule 9 requests and in preparing for oral hearings.

Her recent work includes:

• Representing a witness in the Post Office Horizon IT Inquiry.
• Acting for a senior, high-profile witness in the UK Covid-19 inquiry.

Public Law Advisory

Kirsty has significant experience as advisory lawyer in her previous role in central government; since joining Kingsley Napley, she has continued to build experience advising regulators, Ombudsmen, NGOS and private individuals on public law matters.
