The Public Office (Accountability) Bill, known as the Hillsborough Law, represents the most significant legislative developments in public accountability for decades.
The Bill introduces a statutory duty of candour on public servants and authorities, new criminal offences for deliberately misleading the public and misconduct in public office, the embedding of ethical standards rooted in the Nolan Principles, and substantive reforms to the participation and representation of victims and bereaved families in inquiries and inquests.
The legislation’s ambition is clear: to create the conditions in which public bodies identify failings openly, engage honestly with investigations, and address systemic weaknesses before harm is repeated. Yet the critical question remains – can legislation alone deliver this change?
The answer will depend on honest, continuing dialogue between all those who shape and participate in public inquiries.
