Mark advises across a range of matters undertaken by the Public Law team. He joined Kingsley Napley on secondment from Ofgem, the energy regulator, where he is a Principal Legal Adviser in the Office of the General Counsel.

During his time at Ofgem, Mark has provided advice on a wide range of contentious and non-contentious administrative, regulatory and public law matters. His experience includes:

  • Representing Ofgem in its role as a core participant in a public inquiry.
  • Leading on a wide-range of regulatory enforcement matters including investigations under the Competition  Act 1998. In relation to this, Mark has also spent time on secondment at the Competition and Markets Authority.
  • Leading on a range of litigation involving Ofgem, including the defence of judicial review proceedings and bringing an urgent application for declaratory relief following the failure of an energy supplier.   

Mark speaks regularly at events in the UK and overseas on competition law and energy regulation. He also contributed to the recent GCR publication, The Guide to Energy Market Manipulation, as the author of the chapter on enforcement activities in the EU.

Mark was admitted as a Solicitor in 2011 following his training in London and Brussels with a major international law firm. Mark holds an undergraduate degree in law from the University of Essex and a postgraduate degree in law (LL.M) from Cambridge University.
