If a competition satisfies the skill test it will not be classed as a lottery and you will therefore not need a licence to operate it. However, if the participants are required to guess the outcome of an event, the likelihood of an occurrence or the truth of a statement, the competition may be categorised as a bet and thus require a gambling licence of one sort or another.
