Sian joined Kingsley Napley in June 2010. She was called to the Bar in 2008 and has over four years’ litigation experience. She specialises in healthcare regulation and has worked for a wide range of regulatory and professional bodies including the Health Professions Council (HPC), the General Dental Council (GDC), the Teaching Agency (TA) (formerly the General Teaching Council for England or GTCE) and the Faculty and Institute of Actuaries.
Sian investigates and prepares fitness to practise cases of all levels of complexity ranging from allegations of sexual misconduct to lengthy and complex clinical failures. Sian has experience of cases involving vulnerable witnesses and has been commended by witnesses for her understanding, patience, excellent communication, and the professional approach she takes to her investigation. A number of Sian's cases for the Health Professions Council and the Teachers Agency (formerly General Teaching Council) have been reported in the local press.
Prior to joining Kingsley Napley, Sian worked for Her Majesty's Revenue and Customs (HMRC) defending tax appeals from well-known brand names, including appeals of a regulatory nature and those connected with alleged civil fraud. As a result she has experience of defending high profile cases involving important points of principle in the High Court and the Court of Appeal. Sian also conducted her own advocacy and successfully defended appeals in the First Tier Tax Tribunal.
Sian was drawn to healthcare regulation having enjoyed dealing with complex clinical issues earlier in her career whilst defending clinical negligence claims brought against the Ministry of Defence (MOD) for the Treasury Solicitor (Tsol). She drafted key statements in multi-million pound claims and instructed experts of a variety of specialisms. She also gained some experience of Public Law, Judicial Review and Public Inquests, having attended the first inquests into the deaths of military personnel in Iraq which attracted significant attention in the national press.
Since studying law at University and gaining a First for the Law of Evidence, Sian attained an LLM at University College London (UCL), reading Theoretical and Comparative Criminal Law and the Law of Evidence.
