Julie is a Senior Associate in the Regulatory and Professional Discipline Practice area.  She specialises in professional regulation, advising a range of regulatory and professional bodies including the Faculty and Institute of Actuaries, the Health Professions Council, the Teaching Agency and the Security Industry Authority.  She also has significant experience in the defence of professionals in professional regulatory proceedings, particularly doctors and dentists undergoing Fitness to Practise proceedings at the General Dental Council (GMC) or General Dental Council (GDC).

Dual qualified in England and Scotland, Julie joined Kingsley Napley in 2010 from Shepherd & Wedderburn.  She is an experienced advocate, having conducted advocacy at a wide range of tribunal and court proceedings.

Julie has designed and delivered training for a wide range of regulatory bodies, to cover topics such as the interpretation of applicable statutory regimes, court practice and the format and conduct of professional regulatory proceedings. 

Julie's areas of expertise include:

  • Professional discipline and regulation;
  • Prosecution in Fitness to Practise cases;
  • Defence of doctors and dentists in Fitness to Practise before the GMC and GDC;
  • Criminal prosecution in regulatory proceedings.

Julie's recent cases include:

  • Acting on behalf of the Institute and Faculty of Actuaries in the exercise of their regulatory and disciplinary functions, in particular bringing several disciplinary cases against actuaries for failing to complete their CPD requirements;
  • Acting on behalf of a financial regulator in relation to their member firm’s failure to carry out an audit appropriately, leading to the misleading of the market;
  • Acting on behalf of the Security Industry Authority in criminally prosecuting an individual for providing unlicensed security operatives, in breach of the Private Security Industry Act 2001;  he was found guilty on 20 charges and was sentenced to a 6 month curfew comprising electronic tagging and being required to remain in his home between the hours of 9pm and 7am;
  • Acting on behalf of the Health Professions Council (HPC) in numerous Fitness to Practise cases, most notably a senior paramedic who was struck off for forming an in appropriate relationship with a 17 year old colleague;
  • Acting on behalf of the General Teaching Council (GTC) in several Unacceptable Professional Conduct cases; a recent case involved a teacher who was cautioned for sending a number of racist and abusive e-mails to colleagues and student teachers.
